<p><strong>The Great Green Wall of Africa was announced by President Abdoulaye Wade of Senegal at the Copenhagen United Nations Climate Change Conference on 16 December 2009. Although this is still just a plan looking for funders, the way in which it has been handled to date gives an insight into the difficulty Africa has in implementing.</strong></p>
<h4>The Background</h4>
<p>This Great Green Wall of Africa, aimed at halting desertification, has its origins in a Summit of Leaders and Heads of States of the Community of Sahel-Saharan States (CEN-SAD),  held in June 2005 in Ougadougou (Burkina Faso). The summit adopted the “Great Green Wall initiative as one of its priority programmes”. Just these few phrases  illustrate shortcoming often seen in Africa. Calling it an initiative and a priority programme distract from the need to do things as one would in a project or a task.

<h3><strong>A new report, The Economics of Ecosystems and Biodiversity (TEEB), attempts to bring to the world&#8217;s attention the truly great economic value of ecosystems and biodiversity, as well as the benefits of taking these into account when making policies.</strong></h3>

<p>The value of the world&#8217;s natural ecosystems and biodiversity is something lacking in most economic analyses. Lack of value for what is truly priceless doesn&#8217;t just hurt the environment, however. It is also a sort of economic suicide. This new report, hosted by the United Nations Environment Programme and supported by key EU, UK, German, Swedish, Dutch, and Norwegian bodies, attempts to bring all of this to our attention more and <strong>show some positive case studies</strong> of how taking the environment into consideration can actually save us money.</p>
<p>As <a href="http://www.teebweb.org/LinkClick.aspx?fileticket=I4Y2nqqIiCg%3d&#38;tabid=924&#38;language=en-US" onclick="pageTracker._trackPageview('/outgoing/www.teebweb.org/LinkClick.aspx?fileticket=I4Y2nqqIiCg_3d_38_tabid=924_38_language=en-US&amp;referer=');">the report</a> says: &#8220;the failure of markets to adequately consider the value of ecosystem services is of concern not only to environment, development and climate change ministries but also to finance, economics and business ministries.&#8221;</p>

<h3><strong>Croatia and Hungary signed an agreement yesterday to protect a major biodiversity area that crosses borders along three rivers. The agreement is being called a &#8220;Trans-Boundary UNESCO Biosphere Reserve&#8221; and has resulted in the World Wildlife Fund (WWF) awarding the two countries with a &#8220;Leaders for a Living Planet&#8221; award.</strong></h3>
<h3>The reserve will preserve several endangered species, among other environmental jewels. There is also the possibility of the reserve expanding several times over into neighboring countries in the future.</h3>

Which of these effects occur is unknown. It is very possible that more than one of them may be working. <h3>Conservationists suspect EU regulations on dead animal removal have caused the griffon vulture population in Spain&#8217;s Hoces del Río Riaza National Park to plummet.</h3>
<p>In an effort to curtail the spread of mad cow disease, the EU passed legislation in 2003 requiring the &#8220;prompt&#8221; removal of animal carcasses by farmers. Unfortunately, this has had a disastrous effect on the griffon vultures (<em>Gyps fulvus</em>) residing in Hoces del Río Riaza National Park.</p>
